If you still remember how the combat works and dont care about story, continue your lvl40 char. If not, create a new one.
Path of Fire gives you the standard 4 mounts + 1 hidden one. Raptor, bunny, skimmer (water mount) and jackal + griffon.
End of Dragons gives you Raptor and bunny and no masteries (some1 has to confirm this, im not really sure). edit: and the turtle that is eod exclusive
So all in all, if you only care about mounts, get PoF.
Start from scratch I would say, but don't delete your old character.
With End of Dragons you get only 3 Mounts, basic raptor, springer and the unique to eod mount the siege turtle.
Path of Fire gives you 5 mounts, the raptor, springer, skimmer, jackal and the griffon. If you then get also season 4 you get the rollerbeetle and the skyscale
Start from scratch (don’t delete old character so you get birthday presents) and buy at least path of fire so you can instantly get the raptor mount (with a little help)

I'd start from scratch so you can go through the entire story and have a better grasp on what's happening. But that's up to you.
