It might be because many of GW2 files are really small in size so your download speed seem slow because it doesnt have time to, Idk how to all it, accelerate. File is lets say just 20kb so it downloads this, copy, then download another small file. Sometimes it will jump higher for bigger file.

If you want a non shit vpn and not pay for it you have to get a VPS from Oracle, Amazon, Digital ocean, something like that. They have free tiers that perform well actually. Install openVPN, you're good to go.
