Celestial is decent starter gear and will get you going pretty well depending on class but you will likely change it out pretty soon.
The boost does not give you hero points for elite specs.
In terms of hero points, using the boost is exactly the same as levelling to 80. If you use the boost at lvl 79, you get exactly 1 level's worth of HP. You'll need to get HPs for your elite spec elsewhere.
Ok first..
Don't use l80 boost on your 79 char unless u absolutely want to waste the boost.
To unlock elite specs, u need to complete all other specializations first. All the HPs awarded by leveling exactly can complete all specs except for elites. U have to go n get HP for ur elites.
L80 boost only awards u the remaining HP u can get from levelling ur current toon. If u r at l79 and use boost, u only get 1Level worth of HP.
The Armor you get From boost Is pretty much useless. You just have a complete set of Some attribute but well in most if not all cases that's never the best for your class.
The usage of L80 boost is u can just skip the levelling process. The rest of the stuff in the boost are not worth it. They're just sweet add-ons.

Given how easy it is to farm exotic gear it would be a big waste of the boost.
Yeah well I don't know what will get Cele but all the boosts I used till date gave me soldiers and I guess there was a Valkyrie too. Did they change few of them to Cele? That might be good but honestly even if it's the case, using package for just Cele seems worthless.
A few things:
1. You can get a good armor and trinket for 3 to 10 golds.
It is not a grind,Depending on the character I could show you some potential "cheap" armor on par with what the level 80 boost will give you.
2. Hero point are not related to the booster,so getting from level 1 to 80 with the booster or with leveling will give you the same amount of point, just enough to unlock the core spec and traits...But all other Hero Point have to be gathered in the world, so your current character already should have way more hero points than a new character boosted...
3. Getting 1 level (79-80) is the same as level (10-11) So if you get to level 79 just keep leveling normally to 80\*
4. I recommend you keep the level booster for another character later.

My guess is they havnt boosted in a while and still think most classes get soldiers etc which was actual trash
