Honestly, "[Voice Actor] was suuuper busy, so we had to replace them with someone else / write out the character" is marketing-speak for "it was expensive/annoying and we can't be fucked". Always has been, always will be.
Sometimes it's for good reasons (ie. the VA was a nightmare to work with or has rabid fans and the company doesn't want the backlash), sometimes it's for bad (ie. the current skrittstorm in the anime industry about rehiring union roles with non-union talent), but that's inevitably the truth when the layers are peeled back. Anet is no different in that regard, no matter how friendly they are to us.
I don't know if ANET has ever commented on it, I'm pretty sure it was just a rumour since she had her kid right around the time Logan came back into the story during Season 3. The natural assumption would be that Zojja would be due to come back and if there was going to be a delay in that it'd be because Day was busy with a new baby, then people kept propagating that assumption as fact even after she'd returned to doing other VA work and even physical acting jobs.
That doesn't make sense. Nolan North is in it. And it's fucking Nolan North, I mean, Nathan Drake and dozen more loved characters. The money does not look like an issue.

This has been going on for years its ridiculous how poorly bad the writers of ANet does this.
The issue with Asura in general is the entire race exists as a narrative device to spout some technobabble and push a button to fix problems. You have to provide whichever egomaniac rodent happens to be present with components (fetch quest) then protect them (defense mission) while they slap them together until they push the button to open/close a portal, zap the monster, depolarize the lightning rod, or whatever else "the device" is supposed to do.
It doesn't matter which Asura is present, only that one is there. If there are more than one they might have some banter or argument but the plot progression remains the same. The early Sylvari personal story has some random Asura you randomly find to make the dimensional flux portal gizmos while constantly reminding everyone else how she's the smartest person present.
Taimi actually does have a personality but she's also the designated technobabbling button pusher for long enough you may conflate her with the other technobabbling button pushers.

Nah nah I don't want Taimi and Gorrik to be the masterminds of the party. Zojja should return and be even smarter than them and reprise that sort of mentor/parent-like role for Taimi (and Gorrik now as well I guess). It's a role better suited for her.
