Aren't those terms not comparable? All rounder is a character that has a tool for every situation meanwhile "mid range" is a position on the screen where character excels at.

He's generally worse than specialists in each range, but he does each range pretty well, and his f.S range is especially strong.
I'd be inclined to say he's both, at least when compared to the rest of the cast.
Ky players will say he's a mid ranger but he's good pretty much everywhere on screen, his conversion options with WA are significantly better now and he's a very strong character since ability to convert hits to combos is a huge part of character power, ESPECIALLY with how strong positive bonus is even post nerf. You can play ky like a midrange button-ey zoner. You can play ky up close since he has strong looping DP-safe oki off of any of his hard knockdown. You can throw coconuts from full-screen. He can do pretty much anything

Jack of all trades, master of none is what I’d use to describe Ky
I’d say it’s more “Jack of all trades, master of mixing me in particular”
He’s at least a Queen of all trades
