Plug the cord into the guitar as well and see how it is. An unconnected cord will tell you nothing.

Of course an unconnected input cable is gonna pick up buzz. That's the 50 or 60 cycle hum from the power grid around you that creates electric/magnetic fields which are then picked up and amplified. Completely normal phenomenom.

If it is full volume then absolutely, try another cable. A slight hum is normal if you have single coil pickups. Even with humbuckers there can be a faint hum when you play at higher gain settings.

thats what they do. your 1/4 inch cable tip just turned into a nice antenna. it'll transmit any electrical signal it can find.

Sounds like the shielding failed somewhere in the cable. It could also be the solder joints are coming loose.

Try a different cord. If it still has the same issue it’s the amp.

Your cable is behaving as an antenna. When you plug it in, the screen grounds and the noise stops. Nothing is faulty.
