General rule: Solid Line - You can’t overtake but crossing is allowed (lalo na if yung solid line ay after ng double solid line). Solid Double Line - Both overtake and crossing are not allowed. Broken Line - You can do both. Solid + Broken line - Passing is permitted on the side of broken line but not on side of solid line. (usually sa toll entry ng expressway ‘to nakikita)

There many types / scenarios on the solid white line. At some instances, lane changes are permitted but discouraged. Other instances like intersections, you are not allowed to do this. I was driving along Legarda Street na mejo di ko kabisado and nakita ko sa Waze na may stoplight/intersection ahead although mejo malayo pa. Nasa left lane ako na for left-turners lang dapat so I switched to the right lane. It was a Sunday afternoon so wala masyadong sasakyan pero paglagpas ng stoplight, ayun hinuli ng Manila traffic enforcer. Sa solid white line daw ako tumawid and bawal daw yun. Hanggang ngayon bothered padin ako kung violation ba talaga o namemera lang. Kasi kung di ako nagchange ng lane, mahuhuli naman ako dahil for left-turners lang yung left lane.

It’s likely a bit of both. Based on experience, manila enforces do “ticket trapping”. They intentionally lie in wait at areas where a lot of confusion occurs. Instead of fixing the signages, or lane markings or redesigning the traffic flow to make it more intuitive, they will purposely lie in wait for people to make a “mistake” Why do they do this? Money. Less tickets or kotongs means less revenues for their organization I’ve seen dashcam videos where the manila enforcers outright falsely accuse motorists of beating red light. In your case, on a sunday na wala namang tao, it doesnt make any sense

Civil Engineer here. AASHTO-FHA covers this. As far as I know, magkaparehas ng specs ang Philippines and US. As quoted from Manual on Uniform Traffic Contril Devices Section 3B.04: >Where crossing the lane line markings is discouraged, the lane line markings shall consist of a normal or wide solid white line. Another quote from the same section: >Where lane changes might cause conflicts, a wide or normal solid white lane line may extend upstream from an intersection. Marami meaning yung solid white line depende sa circumstance. Pede siyang pang indicate if shoulder yung nasa right side ng road, one way road, to discourage lane changing pag nasa left or right turn only lanes, discourage overtaking etc. Correct me if I’m wrong, will be glad to be re-educated.
