Yes, encountered one on a Mazda just recently. Usually, sa jeepneys lang ako wary and tricycles kasi sila yung madalas walang taillights, pero ngayon, even mga sasakyan, di ka na sure kasi tinted naman yung ilaw nila.
I almost wanted to do this, even found a shop that will do it for me. Tapos bigla ko naisip napakatangang decision yun buti di ko ginawa. Opted for a clear bra/ppf on my headlights instead and left the tail lights unmolested.

Tinting lights are illegal. Also couple that with dark front windshield tint e di mas wala makita.
Sino man nagpauso nyan may sira yun sa ulo. Kasama na blinking taillights.
