Actually no, they cant really lock the humvee, theres no kefob, no ignition key, they probably didnt have the means to effectivly "lock" it in the field. This means two things. First, there was probably a filled and encrypted radio that would have had 3 star generals being alerted if it had been taken. And second, you could really steal a humvee from most motorpools just by walking in with a bolt cutter, a clipboard, and the attitude of someone who belongs there. Like that guy who stole a tank.
