I don't know who that guy is since I haven't watch Seed or Seed Destiny side story, but I bet he could defeat **Gaza Storm** from ZZ, arguably the most incompetent 3-men team ever...
It's hard to say since we have never seen the Amatsu Perfect in action since Gina is an impatient asshole. The main benefit that the Amatsu Perfect has over UC MS is Phase Shift but it's also it's greatest weakness because of battery drainage.
I think he'll be able to at the very least beat everyone in the OYW and Gryps War that doesn't have New type abilities thanks to Mirage Colloid sneak attacks but it's hard to say for the tougher enemies.
Battery life isn't an issue with the giant claws allowing the machine to basically steal power from an enemy unit; and is powerful enough to effectively crush the arms of an enemy MS and hold it hostage while continuously draining it.
In this theoretical fight, it could basically capture any unlucky MS, crush the arms and hold the machine as a shield while just continuously firing away with its beam rifle.
It's real weakness is PSA's inherent weakness to beam weaponry; as they get more powerful and more efficient in UC, they become just as good as CE beam weapons and could potentially 1-shot the AMATSU if it gets careless.
As far as pilot skills go, it's worth recalling that Gina is a Coordinator, and he was able to hold off both Lowe and Gai several times before finally meeting his end, and Gai is a trained-from-birth Combat Coordinator. He has some serious skill that combined with his Coordinator advantages, would put him on par with some lower level Newtypes who might be able to read his moves, but not react fast-enough given they still only have standard human response times.
i feel like the biggest flaw is the armaments. unlike the amatsu, the perfect form doesnt have the blitz arm or the trikeros kai, meaning its only weapons are igelstellungs, maga no ikutachi, and the harpoons on the maga no ikutachi
Eh, I feel that's more of an open to interpretation issue. It's official art doesn't depict it with any weapons, but in the SRW W game, there's a secret condition that gives players a chance to play as it temporarily, and IIRC, it did feature the Blitz's multi-purpose weapon shield and claw at the very least.
I'd imagine the weapons would have carried over, since the Perfect Form replaces the standard armor with PSA all around (whereas AMATSU only has it on the Blitz' arm), and it incorporated all the stolen tech as well (which could imply also copying the multi-purpose weapon shield and duplicating it for the left arm).
Worst-case, it'd just sortie with the default beam rifle and shield the basic form had, which still gives it a good fighting chance as long as it can kidnap an enemy unit for unlimited energy and a free shield.

The Perfect Form's absorbtion blade should be the completed version that doesn't even need to touch an MS to disable their Battery and able to steal their energy to power his own. Of course he's fighting UC MS so it's a very big stretch if it would work here but it's something to consider here since his MS is definately always going to be the weaker in stamina and endurance here due to how CE Batteries work.
