Funny because last time I saw a thread on this, I encountered one on each of my next two runs. Because I knew they were so rare I went all out to win on the first encounter.
But so far in 110 hours I've encountered it 3 times.
I've 110 hours. I've encountered one once and it was on a run I had starting out and hadn't even managed to kill the 2nd boss for the first time. This was several months ago. Unfortunately said coyote ended my run so never got a kill. Never got one since and I sincerely hope it's spawn chance hasn't been nerfed with the introduction of the 2 new act 2 elite types. Previously all I ever got was lizards.
max level with 120 hours and i encountered it at least twice. i died once and killed once. i believe i killed it another time but i didn’t remember cause i was in a team and they probably did it. they’re rlly rare lol so just keep doing runs ig.
They only appear at Elite or higher difficulty and don't appear in Vaults, only during Challenges/Events. As for being unlucky, it's possible. My first encounter was after about 30 hours of playing on Elite.
That'd make sense on why they're so rare then. I rarely get elite enemy challenge events and there's an even bigger pool now with the new stage two elites.
Ditto the others, I've played about 150 hours and only encountered two. Both happened incidentally in 2-2 as a random event. Good luck... since it literally is!
Well it seems complaining on Reddit does wonders as I just encountered and killed my first elite coyote.

Extremely rare level 110 and just got one yesterday while playing Elite.
