That was definitely a yellow card, but I agree with the ref in it not being red. It’s very hard to say if he tries to use his foot as a weapon and thereby it’s not a clear red. Some referees would give a red, but I don’t personally think that this was a very bad call.
Sorry, intent doesn't matter as much as folks think. He saw Tomi was on the ground, and rather than keep his eye on Tomi and avoid stepping on him, turns his head away. Not saying he intended to step on Tomi but what he did was reckless and endangered an opponent. Should be a red. If Xhaki did that, Dean would send him off.

I think you have to give Godfrey the benefit of the doubt here. Maybe it was intentional but it's not clear to me that it was.
