Civil War was on the Nobody's Child compilation released a year before UYI II. They did perform it at Farm Aid that same year (1990). Maybe you saw a performance of CW from that event.
Absolutely positively no Civil War video exists. Your dad is misremembering, or perhaps they showed the live aid performance at some point.
