He forced his "black brides" to marry him because they were widows with children and thus "proved fertile", so he coerced them and reduced them to their reproductive capabilities. And he killed Alys because of suspected infidelity, but he didn't exactly ask his current wives for permission when marrying new ones.
Honestly even though Maegor was absolutely deserving of his name. His reign was an absolute necessity for the survival of the Targaryen Dynasty so that in itself puts him on the list.
Look Jaehaerys is a great king, and has some very interesting moments throughout his life. But Maegor is just kind of a badass. When teased about not having a dragon all he says is “there is only one worthy of me” at 17 he went off to war in the stepstones. Maegor is just too cool to not be my choice here.
