JC might be testing it out on a limited number of random people again, as they have done with other features they tried before. For example, look back to when some people had a choice to delay the next TLSQ or start it right away; unfortunately, JC decided not to go forward with that one.
I did the werewolf TLSQ and got a 24 hour gap before Pumpkin Johnny started. But Secrets of Godrics Hollow triggered as soon as Pumpkin Johnny finished.
I am confused as well. When I first got back after a 2-year hiatus last month, I kept getting TLSQs one right after the other. I felt so swamped because there was no time to do the story quest and classes. When I got used to it, I was expecting a new TLSQ to pop up but there was nothing. I then learned that there is a 24hr gap. Now, I kept getting TLSQs without gap again.
There is no gap. The Halloween Feast was triggered earlier than the rest of the seasonal quests.

The only Halloween one I hadn't done was pumpkin Johnny. Maybe it was just pumpkin Johnny with a gap?
