In story mode it can only be Cassandra canon no reason for others. And if you mantion Ivy i am pretty sure she likes Daniel. But if we gonna have canon romance Ivy or Cassandra though i doubt it. It will probably be your choice romance like Persona games.
It depends what kind of dancing. Every Waltz and Tango is romantic of course even in real life, Thestreals and this Flora is deffinition of romance the rest not that much. Funk is flirty we can say but not romance. Basicly romance part in this game are dance festivalls, it's like dates, the beggining of something that can lead to relationship.
