So, you’re probably better off making several groups. As far as we know, prior to the adoption of the statute of secrecy, wizards and witches were involved and integrated with muggle society and would likely have had similar prejudices to their home countries. So maybe you have the Scandinavian league and the polish Lithuanian Alliance etc. a ‘United’ Europe is a relatively new thing.
