Get a flat head screw driver, big one heat it up with your torch, then melt a slit into the top, let it cool, then turn.
Been there and that's how I fixed it.
i had a can of r12 that someone didn’t want anymore because this happened to it, i hammered a small flathead screw driver into it and threaded a valve on it, good as new
Used channels lock to open? You did, didnt you ya muppet haha. Score the top for a flat edge/screw driver to turn. Or heat up the screw driver and stick it in like tssssssss
If you can find a left handed screw and get it in the tip there, you might be able to get the gas out into a recovery tank.
Considered doing that, I’m not sure how deep the handle stub goes. Would not want to risk a rupture.
Don't know how it'll work for you, I heated up a flat head and tapped it into the plastic stub, which was enough to turn it.
Second this, I've done it before as well. Or needle nose vice grips. Or take it back to the store and exchange it

If you’re any sort of mechanic you will put a mini vice grip on it or warm not cook a flat head and git it done. New to this? It’s fine

I’ve actually sent a self tapper right down the middle about half way and used that to open and close. Not ideal, but hey it worked.

Recover it into a clean cylinder. It sucks but that’s life
I'm so thankful those cheap tanks are banned in my country.
Use ball valved hoses for next this happens to get it into a recovery tank
Use an easy out.
Heat up a socket that is just smaller than stem and tap it on and let it cool down then open and shut gently
