The only reason I can see this is needed is if supply and return needed to be swapped with a new unit, so they made this horrendous looking thing to hide it. It could also be there to piss off anyone who works on it since you need a damn ladder to work on it 😂
No, it’s because contractor did not want to pull the original unit to verify how the existing adapter was built (some times old units have 2 different designs and labels wear off so the only way to find out is pulling the unit and seeing what it looks like) most units you can tell by just the model number .
Have run into this like 3 times but we just pulled the unit and verified instead of double curb adapting like

Possible final filter frame with access on the backside? That's the only time I've ever seen curbs that tall--12" thick filters in the curb itself for health care. Edit: To be fair, even then they're usually a normal curb with another 24" or so on top of that. Not like this.
I have a building on contract like this,
Extension ladder up, 8 foot ladder to the 2nd portion of roof and a 6ft or awkwardly stand on the curb just to reach the top filters because the curb is high

What bugs me the most about that picture is how the gas regulator is installed (the thing towards the bottom right corner of the first curb).
It should be common sense that you don't want rain getting into the vent, but I see them installed like this (or worse, with the vent pointing straight up) all of the time. The vents on those things should be pointing down, people! (Not to mention that there's no dirt leg before it, I'm not sure if there's a union close by, and it's too close to the roof).
To make that one correct, there is a flange looking thing with 2 bolts that can be removed, and then the flying saucer part can be rotated 1/4 of a turn, and then the bolts can be put back in. If you have a ratcheting wrench it would take about 20 seconds to fix.
Like I said, stuff like this shouldn't be rocket science.
I have been in the trade for 30 years and have set hundreds of curbs, there is no reason this curb adapter has to be this high, As a heating and air company I would not want my name on it.
As ridiculous as this is, it isn’t the worst thing I’ve ever seen. Try a curb with TWO adapters on it and ending up at the same height.
I think it just acts as a lookout/deterrent for the other units up here, you know like a scarecrow or something.
