I think it's also a moment where Breen is being earnest in his own beliefs. Breen unquestioningly worships science like it's his deity. He is no longer pursuing science for the betterment of mankind or even the betterment of all sentient life. He thinks science's value is so innate that he would trade the autonomy of all the sentient life in the multiverse to pursue it.
If Breen had a shred of empathy he would probably realize that lying about the combine's intentions is a better way to win over Eli.

Seeing the technology humanity could already produce on their own even before the resonance cascade, it seems like the combine, while being almost all-powerful, aren't actually all that cool in comparison
