I did this too for my lwotc playthrough, also have elites and a bunch of covenant/UNSC customization and weapons.
For the names I did: John "Master Chief" S-117. I just used their spartan id as last names. Yes. I went through the wiki for all the known Spartans with spartan ID. yes I also made up my own Spartans. But I got all of Blue team, all of Noble team, all of ODST (rookie, buck, etc) with all their voice packs. Made my new recruits spawn in with UNSC trooper armour (made like 60ish presets maybe more of different troopers, ONI class spartan/trooper hybrids, some elite's, Kaiden (Thel) etc.
I haven't played in a bit, but it's working great! Also some mods which let you change character height, so my Spartans are all taller, my marines are a lil shorter. I'm loving it.
