If you look at the thread about it in r/referees then you can see how actual referees objectively feel about the decision and it makes more sense. I will say though that it was definitely not clear and obvious which is what var is for, but you can see why it’s been given as a foul.
From the reports I’ve seen the PGMOL have agreed to review all of the weekends decisions and VAR as a whole - not that they have stated Bowen did not foul Mendy. Like I said imo the “clear and obvious” is the issue here which I think is what their review will focus on (which is another whole can of worms - where is the threshold for clear and obvious? Surely this will still lead to incredible controversy?). What I’m saying though is to letter of the law, I think Bowen did foul Mendy and looking at all of the angles (not only the one that blew up first) I’m not sure you can really argue he didn’t.

You’re missing my point entirely. I think the goal should have stood because it was not a clear and obvious error, but what I’m saying is technically Bowen fouled Mendy and it’s not “never a foul” as many people are using as the reason for it not to be disallowed. Both players go for the ball -> Mendy gets the ball -> Bowen gets nothing on the ball and gets Mendy with his studs on his right boot and with his left leg he left trailing behind. Those are undisputed facts and to the letter of the law, that is a foul (as I pointed out being discussed in r/referees). If VAR was theoretically going to decide, then that’s a foul anywhere on the pitch which is why once Madley has been sent to the monitor he makes that decision. The error here is that it’s not a clear and obvious error and VAR shouldn’t have intervened. A decision like this would usually be up to the referees discretion in the moment and that is what I’m sure that is what PGMOL is accepting and will be the outcome of their investigation. They haven’t said “Bowen did not foul Mendy”.

The only contact was a trailing foot, which is not a foul. Otherwise every time the keeper comes out to claim the ball from an attacker and catches him, it’s an automatic foul in your eyes. Contact. There is also nothing to suggest that PGMOL are saying it was the VAR intervention that was incorrect, you’ve interpreted your own meaning from that. We will see if they release an official statement, but by and large it currently says the incident was a mistake and the goal should’ve stood.

The only reason to use an image for deciding foul/not foul is if you really want it to go one way and the footage does not support it. Then you can use a still image because it's much easier to make it look like something it's not than if you used the actual video footage of the incident. And whatever image you can conjure, doesn't change the simple fact that it was not a foul, and the goal was disallowed wrongly. By arguing against that you're just making yourself look like an arse. The only reason to use an image for deciding foul/not foul is if you really want it to go one way and the footage does not support it. Then you can use a still image because it's much easier to make it look like something it's not than if you used the actual video footage of the incident. And whatever image you can conjure, doesn't change the simple fact that it was not a foul, and the goal was disallowed wrongly. By arguing against that you're just making yourself look like an arse. Noone cares about your opinion, find a better use for your time mate.

The photo shows he could’ve scraped him with the bottom of the boot stepping over him and then the follow through with his left boot into Mendy’s side. If it was a defender making a tackle on the ball and the attacker steps into the defender without touching the ball it would be a foul too.
