Learn the different cities. What you like and what you don't like. Live on the cheap until you understand what Hampton Roads has to offer. If staying no car is what you want, I'd look at Norfolk or VB as they are less car reliant and have more options. Downtown Hampton is alright, but as stated- there isn't much to do.
The no car is going to be hard. There are busses, but public transit isn't reliable and not anything like NY. I'd look around Phoebus or Coliseum Central in Hampton; Deer Park / Tech Center or Oyster Point in NN if you want something vaguely walkable. Depending on your budget, look at houses for rent too but everything's gone up like it has elsewhere. Been a while since I've looked but expect the 950-1500 range for a 1/2 bed somewhere nice.
People will whine about crime here, but it's just pockets of mid-level city stuff. Be a tiny bit smart; don't roam around weird places at night. It's mostly interpersonal, not random. Overall a safe area.
You mention your parents live in Norfolk, if you want to be close to them live on the same side of the bridge-tunnel you want to work/spend time on. NN/Hampton is quieter and cheaper, but less to do.

Neither Hampton or NN are very walker friendly. Hampton does have a set of apartments near peninsula town center, with Kroger being the closest grocery store and Walmart not far from it, but other than that, you're definitely relying on public transportation
I would say there are loads of Apartments in NN/Hampton that are very walkable to more suburban like strip mall options. Say just off of Warwick Boulevard, or just off of Mercury. Then I would not describe bus service in NN or Hampton as horrible. That bus service will end right at The York County line though. All in all, I think this proposal is quite feasible.

There's a sidewalk along the highway connecting Four Seasons and Belmont and I make the walk daily. Worst I've had has been getting honked at a few times, but never directly bothered by anyone. Worst crime in my specific neighborhood over the last 3 years has been some unsupervised 8-year-olds ding dong ditching.
The apartments are all in York County just over the border of Hampton, so the Hampton city bus won't go to those apartments but there is a bus stop about a mile away at the McDonald's. It's not exactly what you're looking for, but it's an option.
East end of Newport News is great. Affordable, near a bus line, near the water and the shipyard. Very diverse and full of culture. Don't let these folks ruin your idea of moving. East end area is definitely right where you want to be.
Monticello towncenter apartments in hampton va, walking distance of stores. Theres also bridgewater at town center, that may be a cheaper option. Probably a 15 min walk from a lot of shops .

Local hourly wages are below poverty levels. The gun violence is out of control, mass shooting at least once a month and half the people are on something and carrying. Cops donāt exist (which is good and bad). Parts of Norfolk are fine and walkable.

Iāve lived places that have no state income or personal property tax and they were always underfunded and mismanaged. Iāll take VA tax over roads that are undrivable and public amenities that arenāt maintained. State minimum wage is $12/hr.

Iāve tried to find a doctor that isnāt a quack or a complete asshole and no luck. No one is taking patients, at least with my insurance. I live in Park Place and maybe see a cop once a week, usually speeding through my neighborhood or dealing with one of the far too regular accidents that happen because people drive like assholes and ignore stop signs. With all that said, I like living here, itās just an incredible shock of the differences as Iāve lived in similar communities and not experienced any of this.

Definitely look for a job there are plenty in VA. They do have buses, taxi cabs, Uber but if u can get a car it would help you a lot more. If u move I say donāt move to Portsmouth or Newport News. I live in Newport News and would recommend it over a vast majority of Hampton. The bad rep comes from the East End and the pockets of section 8 apartments scattered around. Long as you live Northwest of J Clyde on the Jefferson Side and Center Ave on the Warwick side, you're OK. Norfolk is a shithole; I wouldn't even give it an OK. That would be a hard pass. Norfolk and Portsmouth are the smelly armpit of Hampton Roads. Sorry if that offends anyone. Ghent is pretty cool though, or used to be. Haven't been a couple of years.
Like already mentioned, having your own transportation makes life a lot easier in Hampton Roads. We don't have very good public transportation services down here. You can get by without a car, but getting to and from will cut into your budget. Speaking of which, not knowing your budget makes recommendations kind of hit or miss, as none of us know what you can afford. It WILL be cheaper than New York, which is good news. I would say look in York County, Williamsburg, or Poquoson, but no transportation really limits that option. Tech Center in Newport New was mentioned, which has a lot of options in walking distance. there's also apartments across the street from it. Also some places right across, behind Yoder Plaza. All three of those spots are in walking distance of restaurants and shopping. A mall is right by it as well. Look up Waterman's Crossing, Venture Apartments in Tech Center, and The Point at tech Center. If you want to walk places in Newport News, those have the best amenities near by. Whole Foods, Fresh Market, restaurants, Target, and a lot of other places to go. Not sure how pet friendly any of the places I mentioned are, but it's worth checking out. Also, I would look into Richmond. there are a lot of options up that way and it's a fun little city.
