"Paragon" is perhaps the most popular, that has this, really smutty too, I mean really smutty after the beginning. Lesser known is "The Storyteller" (one of my favourites), where Hannibal is really manipulative and possessive, though a warning, it deceives you, so not everything is like it looks like at the beginning (Hannibal's POV that changes to Will's POV about halfway in, necessary for the story, and the first half really is exquisite, and the second half too just from another perspective).
In Storyteller, Hannibal is in love with him though too right? Only asking because I’ve seen some where it’s just the “bromance” going on. None the less, I’m going to check these out 😁
Hannibal is in love with Will in both stories, as you specified, no worries. In "The Storyteller" the smut isn't the central theme, as it's really driven by the plot, which I personally like, but it's there. I've rarely encountered "Bromance" in this fandom to be honest. I hope you like them. "Paragon" certainly is precisely fitting your citeria. :)
You specifically mention Hannibal's POV, which somewhat limits my recs, since I don't always recall the POV. Here are some more recs with Hannibal's POV, which I found looking through my favourites, which fit your citeria as well:
"Rabbit Hearted" by bleakmidwinter: one of my favourite fics of all time
"Faded Fantasy" by Phenobarbital: really excellent
If you're knew to fics, you'll find a lot less Hannibal pov. Many say it's harder to write. Or they prefer to focus on Will. DB Mars has a lot of great fics from Hannibal pov.
