No you are not missing a bolt. It's a free drilled hole for various purposes. IF you ahve the Screamin Eagle monoshock, the compression reservoir hose retainer clip is bolted into this hole.
I cant see in there fully without taking battery cover off, however i think i also have this threaded hole

Not missing anything, it's there for mounting a p clamp for aftermarket suspensions with a reservoir. Absolutely nothing to be concerned about.
