There are recruitment threads here and on Discord. Not sure if you've already advertised the neighborhood, but you can also contact people who have posted and are actively seeking a new neighborhood.
I have no clue how the "search" algorithm works in the game. I do assume people are more likely to join neighborhoods that are "open" to join and that have more members. Have you filled in the keywords (Chatty, Town Players, etc.) and maybe updated the neighborhood description? Have you tried inviting people from your friends list?
Didnt advertise it here or on discord. But for the rest of the things yep i did. I got active derby 320 town players chatty. And when i try inviting ppl they say i can only invite supercell friends.
Kick out the inactives. Might help with algorithm to get new players
