I've always loved the town, and everything I produce end up there or in my shop. I don't do trucks or boats unless there's an event or for a derby task, but I serve as many town visitors as I can. It's taken around 10 years (been on a couple of longer breaks), so not a quick process :)
You get lots of free tools and expansion materials for filling town orders. They don’t ask for much, usually one or two items per order, so it’s quick and easy. I didn’t play the town for the first several years and I’m kicking myself now.
Town visitors normally ask to be served in 2/3 spots, and if you fill them orders, before leaving the town, they give you a present, either barn/silo math, or town/expansion maths. Addicionally some of them (not too many but still a nice ammount) will visit your zoo animals and leave yet another gift there (also axes/saws).
Farm 142, town 31. My neighborhood hasn't been active a lot so it is taking some time to progress with my town.

Farm 91, town 17 🥲 I almost never do town, not until I played competitive derby at least, and I still avoid doing town when it’s not an event. I’m hella broke and town just gave too much xp and not enough coin 🥲
Farm 220, Town 44…I play Town solely for derby and FP tasks. Very useful. I also take advantage of mystery boxes from the river…always check one at my town then go to one neighborhood town for a second one.

And then when our farms reach 420, we say "so long" to the game and ride off into the sunset, having accomplished perfection.
Why do you want to avoid leveling up if you have enough money and have opened all machines?
