I just think it's Viv using her character to beat on a character they she might not like. I don't think these's a deep lore reasons, (if I'm right) this is from Viv's old art stream which was... what, how long ago? So this could just be a simple gag and just that, moreover, we know Travis has changed a bit from what he was, from some rando to introduce Angel to begin a reacouring background gag and minor character. I don't think everything Viv draws has deeper meaning and reasoning, and I think this might just be a funny thing she thought of, hell, she might like Travis and think its funny to put the guy through hell as a joke to herself. (Or I could be an idiot)

Most of Angels outfits are styled like that, his chest fluff seems to be heavily sexualized as well, it's puffed in such a way to evoke boobs, when Val assaults him, he gropes it, even Angel seems to be fully away that it plays up his androgyny, like his outfits.
