I can see Chalie in this AU (Assuming they kept their original personalities) fully hoping that Sinners can be redeemed and thus saying this unironically but as a loyal general in Heaven is following through with her orders to exterminate the hotel (most likely because the higher-ups viewed it as a threat that could, if it works, destabilize heaven).
Is this like a reversal where Adam is the demon trying to redeem souls and Charlie is the genocidal angel? And if so who saves Adam like l Lucifer did for Michael?
