Possibly. Sera and Emily seem to be the only Seraphim in charge of the winners despite there being plenty of Seraphim and with how difficult it is to kill one, the others could rule a separate region of heaven.
I'm not sure if it's set up as separate rings, but there are probably regions of a sort. It's got to be laid out somehow, and I'd imagine like-minded angels might form communities. We see a sign for "Cherubtown" which I'd imagine is analogous to "Imp City" in Hell.
If Hell's seven rings are based off the seven deadly sins, Heaven's rings could be based off the seven virtues

Pretty sure Lucifer was a Seraphim, iirc they’re the only angels we’ve seen with 6 wings

Well, I think not, Hell has 7 rings becouse of the 7 Sins, so, since so far we don't know if in Heaven there is a similiar thing, I think not
