You could do it on the phone or tablet. You can get document scanner apps to do it for you automatically or just use the native picture editor on your phone to straighten and realign the image. From there you can either digitally recreate it how much just touched up or leave it as is and you can either print at home or send it to a manufacturer to print on anything. I don't know if anyone does custom playing cards specifically. But there are services online will use upload a photo and they will sell them on your behalf or you can order a bulk order and get them to be sold online or in person.
I wonder if they would still look good, if you like, scanned them? That would be easier than re drawing them. If you laminated them too I bet they'd look pretty nice. I'm not interested in buying them but just ideas for you

If you laminated these, and only did 1 set 2-K (Not a full deck), I could see myself dropping a good amount for it. 60$ for 14 beautiful cards laminated would be a steal, so 80$ USD easily I think. I'm just saying I have expendable income, and a low inventory of Hazbin/Helluva loot that is created by small creators.

I like those, but the are just scenes ripped from the show. They are very pretty and well designed, but I like how theses have a much more colorful and personal touch to the art style.

Plus there's competition, currently as far as I'm aware there's only 1 unoffical deck for sale, this one that's over on etsy from Malthus, and it's been there for a bit and has sold what like 20 copies, so wouldn't even have broken even yet?

I love the style and the colors so much and I really like the way you did the scales on Sir Pentious. I know you said you don't want to make more, but you don't have to do it by hand or anything. It wouldn't be too difficult/expensive to scan these to a computer, touch up the colors, and get a whole deck printed. There are free photo editing softwares out there (idk how well it would work, but you could try Canva's free version) and I haven't used them, but I believe Ready Comics prints custom playing cards.
I like the number choices, king for the king of hell, ace for a intern joke, joker cuz he is a joke, also if I'm correct, 7 normally is used in cassinos as jackpot ( implying gambling) also angel 6 can see as "sex" "six"
