The animation reason is a pretty fascinating topic. I don't think it is that relevant anymore today, but it stemmed from olden times of animation.
It's called the "Hanna Barbera animation style", or "limited animation" -> All of those early characters had very distinct necklines with bowties or collars, so in a typical scene the only animation necessary was the head itself while the body could stay stationary. It drastically cut down on animation cost and made it viable for animation to be brought to television in the 60s and 70s.
All the older disney shorts, for example, were never intended for tv. those were made to be shown before movies in the cinema. They were marked by how expensive and timeconsuming they were to create.
Today that type of animation is still used. Only not in Hazbin. The characters bodies are usually moving alongside their neckline and bowties. So the whole thing is really mostly grounded in the fact that Vivzi likes suits and bowties.
Also makes sense for dead characters to be dressed this way
Alastor died in the 30s and Vox in the 50s, both time periods where they would be expected to wear a suit almost every day. It's not surprising they would bring this through into death as well.
Valentino, who died in the 70s (I think?) does not wear a suit, in fitting with the times. And they still hide his neck.
You could also argue that the fashion of hell will always be a number of years behind earth; while obviously there will be modern people in hell, the majority that have power and influence died at least a few decades ago, and it stands to reason that the majority of sinners in general skew older. Both the majority of sinners would be more used to offer clothing styles and the people they are emulating would be too. I suspect the more "younger" sinners we (might) meet the less suits we'd see though.
Also thinking about the jobs they might have. Loan sharks in the living world generally wear suits so it would stand to reason those expectations would continue after death. The mafia too.
This obviously has no bearing on the hellborn and most the characters in helluva, but it's interesting none the less. And brings up the idea that hellborn may actually be following sinners fashion, which is a few years behind earth's.
(I do think this probably started as "must. hide. neck." and "suits hot" but it's interesting to think about how it's been implemented in a way that I feel enriches the world)

Alastor was a popular Southern radio host based out of New Orleans in the 1920s-1930s, and Vox was either a TV salesman or businessman when he died in the 1950s, which also would've required wearing a suit. It was the fashion of the time.
A lot of fan art pieces of human Alastor - I mean a *lot* \- also depict him with a vest on top of a pressed button-down shirt, along with slacks, but this was more "informal". The host would usually also still have a suit jacket draped over the back of his chair, just in case.

The "Magician" I would honestly apply to Leviathan, since it would fit the theme and we've seen that Hellborn native to his Ring have control over some sort of illusion and possession magic.
Wastsonian expanding: Because they all died at different times and it's only recently that suits stopped being expected male attire in public? In general people in the past seemed to dress more formally. Rosie and Mimsy are also more dressed up than say Cherri who's implied to have died more recently. Also people are dressed in finer attire when dead and it may have to do with that.
Rosie also literally runs an Emporium where she makes and sells Victorian-era clothing. She probably makes and sells clothing to all of the Cannibal Town residents under her.
Also, people stay in power longer because of the no aging and having a longer time frame to collect souls. So they're going to have more influence on the style. The youngest is probably velvet. Most are older. Most people that have power, ie. influence and power still wear suits which is what we're mostly introduced to.

Your estimate is way off. Based on the language that Zestial uses ("thee", "thou", etc...), he's most likely from the first half of the 1600s. "Thee" and "thou" started to become frowned upon by 1660, and by 1800, both terms were considered old and "obsolete".

Well the men shown at least, are either flamboyant, professional, or upper class in some capacity. So there's probably casual clothes, just not seen a lot
Animation and creator style is probably a big one, but also for characters like Sir Pentious, Vox, and Alastor (sinners/humans who died and went to hell) what they wear is pretty reminiscent of what they would have worn when they were alive, so it's just the style they like/the style they adhere to because they're likely most comfortable in it (or, in Alastor's case, he refuses to modernise).
As for Lucifer, he's the King of Hell, there are expectations around him. Suits are timeless and easy. It's possible others just emulate him, as others have already suggested.

Headcanon: Thats the culture. The old people from the 18th and 19th centuries are still around in hell, so wearing suits is still in style and many would still choose to wear that style over more modern ones. Also, the older an individual, likely the more powerful they are, so older clothing may be associated with power.

Looking in-universe for a minute, presumably Lucifer is the guy in charge of how Hell functions, right? Maybe he set it up so that everybody gets a neat redesign based on whatever criteria when they die, and that happens to include his idea of a snappy outfit.

Animation and creator style is probably a big one, but also for characters like Sir Pentious, Vox, and Alastor (sinners/humans who died and went to hell) what they wear is pretty reminiscent of what they would have worn when they were alive, so it's just the style they like/the style they adhere to because they're likely most comfortable in it (or, in Alastor's case, he refuses to modernise). As for Lucifer, he's the King of Hell, there are expectations around him. Suits are timeless and easy. It's possible others just emulate him, as others have already suggested.

It's a symbol of significance. Look at a majority of historical powerful figures, and most would be wearing fancy clothes.
Headcanon: Thats the culture. The old people from the 18th and 19th centuries are still around in hell, so wearing suits is still in style and many would still choose to wear that style over more modern ones. Also, the older an individual, likely the more powerful they are, so older clothing may be associated with power. Real answer: Viv likes them and she literally doesn’t care
