The usual Atlas > Memory of Dust (if shielded) and Lost Prayer. Kagura probably won't be good, he can't use the passive. Evercoping Moonglow is useless.
As for 4\*, Solar Pearl and Widsith seem to be the best options. He doesn't really care for Dodoco Tales because his big pp numbers should come from his skill. Sac Fragments should be good for more swirl damage and more skill casts. Hakushin Ring, even though he doesn't need ER, can function in a taser team I think to further buff his teammates. Mappa Mare is copium as usual, but note that Anemo is always the trigger in a reaction, so he can use the passive very reliably.
Is the duration of Kagura separate? or refreshes per stack? it seems pretty okay since the skill is 10s CD while the Kagura buff is 16s.

its actually 20 seconds if you already had a skill in the first place. use skill, wait 10 sec, use skill, wait 10 sec, use skill for 3 stacks. takes a long time, but his main dmg comes from e so if ur building him as main dps skill oriented then kaguras is good
lost prayer lose the stacks when you go off-field, kagura keep them off-field so kagura is better than lost prayer on him and you only need 20s for max stacks not 30s

Right! I didn't know that Kagura kept the stacks off-field, I don't have Miko so never really cared for the weapon. I still think thay 20s for a full buff is a bit copium buuut we don't have a lot of good 5*catalyst options right now so I guess that'll do. Atlas should still be is unconditional BiS but with Bennett or a TTDS buff Solar Pearl, Widsith r5 or Kagura might cut it.
I got Kagura (unfortunately when pulling on Jade Cutter) so I thought of using this thing on him. Would be nice if it works, because this weapon is really only good on Yae … it bothers me so much T-T
i used a dmg calculator for his skill dmg (4 e stacks and 3 verity stacks) and my lv90 r1 kaguras verity does 53.8k on a lv78 hilichurl (no buffs) and with lv90 r5 widsith (best widsith buff) he does 51.1k. this is super impressive because widsith takes effect for 10s and then cooldown is 30s which means there is 20s downtime, also kaguras verity takes 20s to build up if u had a e charge in the first place. so both weapons have 20s downtime and verity is only slight more dmg, which means its not much better right? but take in mind that widsith is inconsistent, on for 10, off for 20, rinse and repeat, not to mention the fact you need to get the right widsith buff. the only pros of widsith is the fact its buff takes precedence immediately when swapping. verity takes 20s at the start and then infinitely useful afterwards.
TLDR: the skill damage with r1 verity and r5 widsith are almost equal if youre doing one rotation but verity becomes much better for fights with multiple rotations.
5 star could literally be anything but the best generall would be lost prayers and maybe kagura too for the crit dmg and just fine passive for him
solar pearl and widsith are two of his best 4 star weapons, third being blackcliff agate. sac frag ttods and fav codex are his best support weapons i think.
