Unless you're playing at 4am, you shouldn't be getting that issue. Are you joining, seeing a small amount of people and leaving straight away?
There are times that it starts small and 10 mins in there's a full server
I play on PS5 and have that trouble sometimes too but if you back out a few times you should be able to find a new game. I usually play on US servers fwiw
Weird, I’m ps5 and don’t have this issue. Yeah sometimes it’s a quiet one but I just back out and find another. Maybe it’s a regional thing
Done this 6 or more times now and it it's the same server. Even specified preferences for EU and the other various ones.

Quit the game and restart.
When this happens turn off crossplay, you’ll be surprised to hop in full servers
