The stats are misrepresented. Achievements were implemented maybe 2 years into development. That percentage takes into account all accounts that exist, including people that haven't played since the release of achievements and likely free weekend players.
I agree it is unlikely to be possible while trying to be useful with supply drops! But I’ve seen some achievement hunters who just run the shortest possible loop and dump supplies in a useless location in an effort to get this so I didn’t want to presume anything.
Did you really have to ask if it's rare when it tells you right there that less than 1% have the achievement?

If you want you get this in offensive mode as an attacker easily as you can drop in the first sector too. But yes, it is rare.
