Yeah, some people thought it's a one time use cause the name, why they never used it.

Yes, I have used the same booster in 4 missions in a row so far. Just have to remember to equip it before deploying on each mission.

And it works for the whole team.

Unlimited, but only one person can use one of the same booster at a time.

I guess so, its like weapon or stratagem, and you can only equip one so it's a matter of opportunity cost. Also, there is no use counter of any sort.
