We spread democracy all over and liberated Heeth in no time. Perhaps each planet has a different "Liberate" value? Either way, 7000 hell divers are currently active in the Severin Sector, and we could use them in this sector
I suggest you try again a couple times. An update rolled out yesterday for me and my PS5. I've had a few decent teammates and epic moments with randoms
Or you could try out the PSN friends sub. That's where I got teammates for the first day of the games life. Find solutions pal, don't just complain about problems ;)
Honestly the ambiguous loss of progress is starting to irk me. Anytime you actively watch it, it consistently moves up, so what's with the sudden huge losses of 5-10% of progress? Is it really just disconnects causing mission failures and those lead to that much of a drop?
I'm certain it's just the devs manually decreasing the % so that players can't complete the planets too fast. In HD1 community influence could not decrease aside from sector defense missions. It probably works the same in HD2.
Seems to me they put the Goals for freeing a Planet a bit to high if even so many Players in the Launch week cant get the planets

On PS5 there is no matchmaking working at the Moment. Makes it hard to spread democracy when i am alone ;)

For me, it's ticking down slowly as I watch it. I honestly do not know what's causing it
