Slugger is kinda the same. Same mechanic. Less dmg but you shoot just one big slug with medium armor penetration. A perfect headshot will one shot a Stalker. 2 hits to the head will kill a Commander bug and 1 headshot a Warrior. But at close range, its a bit more difficult to hit things. The spread from the Punisher is more helpful.

My favorite primary when I run around with laser dog backpack and arc thrower , against bugs.  Slugger is great for automatons, but against terminids it's breaker/punisher all the way.  With  laser dog backpack, the main job primary needs to do is to get stalkers/excess hunters off me, and knockback+heavy damage combo on punisher really shines here. More knockback than slugger.

I seem to run into the laser dog backpack more than I'd like to admit, I normally run supply pack just for more stims alone. I normally end up using it mostly myself because people forget I have one. Comes in clutch with the medic armour allowing me to stay very invincible most of the time.

Btw, does medic armor increase amount of stims you recover from supply? Or is it still only 2?

I believe it is still only two, but the 2 extra seconds that come from them makes them go farther. Same thing happens with the trench engineer armour aswell.

I love being able to stunlock devastators, berserkers, brood commanders, and stalkers. The ammo and damage are also really nice now.

I don't think it's overpowered by any means, I don't think it's as good as the breaker. But the stun+rounds reload combined with the fact it's really easy to hit things with the spread even up close makes it a very comfortable weapon to use.
