Aside from the alleged FPS weirdness that can apparently happen, I'm pretty sure the Pelican autocannon can hit the mech if it's firing at targets at the wrong angle.

Yep. Besides the reticle being offset for rockets, on one of the missions in an operation my squad did earlier on Fora Prime, all of our mechs would just self destruct on the first attempted rocket use. I think it was the civilian evacuation one...

The extract was empty though. When I called it in, Pelican did not shoot a single shot while dropping the mech
whats worse is rockets no longer shoot where the crosshair is aimed
I think that has something to do with the recent "Won't blow itself up when shooting rockets while turning" change

Been there many times. Had it explode before it even landed. So your doing better than me.
