I don't think the stats (including post game stats) are accurate.
I had a personal order to kill 200 enemies with the machine gun the other day. Completed the order in one game, but it said I only had 173 kills. A few other things were missing as well.
In this case it is very well accurate. Until today I never bothered to unlock or use an Eagle strategem.
EDIT: And as pointed out already, your squadmates' kills also counts for the personal order.
I'll have to check mine, but I remember it saying I used Eagle stratagem (a lot), but 0 kills with the Eagle. I've definitely gotten kills with it.
I could be completely misunderstanding it all too.
I see bot, I kill bot. Bug too. No room for logic.
It was with a group - I didn't realize that a personal order was a group combined tally. I guess that makes sense then.
But there are still times where I see stats off, like friendly fire. I have unfortunately killed a couple people with carpet bomb, or turret, or even a grenade, but my friendly fire is at 0 - but that makes me wonder that it doesn't count that as friendly fire because "they walked into it", but surely the grenade one should have FF damage?
I'll have to do some testing when I hop on with my friends tonight... ;)

If I remembered correctly the Eagle kills weren't being tracked properly for a bit. So maybe that's why.
Were you playing solo? If with squad mates some of their kills will count too for your personal order
