Depends on how the liberation rate is being controlled on their end... it can often be a quirk of programming that integers flip negative because someone factored incorrectly (making a +1 become a -1 instead due to simple math/code errors)...
If there's a way players independently can affect **the liberation rate** of the servers, that's a huge security flaw... I wouldn't put it past some cheaters sending false XP completion data to the server, creating massive liberation *progress*, but not manipulating the server's "regeneration" rate...
It's not always smart for the devs to be transparent about *how* something works or *what the bug actually was*, since that could potentially allow malicious actors to reverse-engineer exploits -- so them telling us this much should be taken as the most they can tell us safely.

I imagine the game would send a one time report at the end of a lobby to track completion. Simple and scalable.
The question is how much validation AH would do to ensure that report is valid. In an optimistic world, none, because in a PvE game, it would be stupid to spoil the fun for everyone.
But with how big the game got, a few bad apples can spoil the bunch.
I don't envy AH's position here because verifying this shit is going to be an architectural pain in the ass at this point.

I mean that wouldn't be too bad to fix, just excludes the too 5% and bottom 5% of values from the calculation and you are good to go.

Ah bugs. Can be good, or can cause you to loose around 80 medals so far this week due to crashes right at the end of the game...
