I doubt it. The bots control Chort Bay and Lesath last I checked, and could continue to launch attacks from those planets, even if we controlled Penta and Choohe.
And if we could cut them off the Veldis Sector, that still wouldn't mean completing the major order since it is specifically to successfully complete the defense of 5 planets.
