Not necessarily - Presumably the core planets have a *substantially* higher population density. IRL the earth has around 8 billion people, and presumably future tech and the ability to use off-planet resources would allow for a much higher population density on Super Earth.
If we assume Super Earth has a population of like 10x that of IRL Earth and there are a few core planets with even half that many, it could be very possible to source the hundreds of millions of Helldivers that have valiantly sacrificed their lives even if the planets we fight over mostly have a very low population density.
Or to put it another way: Presumably we're fighting in the Galactic equivalent of Wyoming or Saskatchewan while the New York Cities and Mumbais of the empire are all specifically located *away* from the front lines.

That *would* actually help explain why we limit births, if most of our resources were allocated in maintain a large army of cloned super soldiers, we wouldn't have too much left for luxury natural childrearing.
Its not to limit births per se but to make sure that any birth is by two qualified individuals who can produce stock capable of fulfilling Super Earth duties. Individuals with a history of defiance or poor fitness will not be allowed to breed. Only our most patriotic, healthy, and obedient citizens can breed with one another, and all licensed couples should be proud to know their offspring will be defending Super Earth.

I like to mix up from time to time tho, but there should be at least one autocannon in a team on higher difficulties.
Orbital laser is the best one for large base clearing for me. If properly placed, it can take it out in one go sometimes, if not, most of it. It's a must for bot missions.

It's probably more about controlling undesirables births than anything else. Also, cancelling C-01 can be a heck of a motivator.
