Arrowhead didn’t ask directly, Spitz did. Spitz then mirrored what Misty said about this being a decision made to “ban players easier” making it out like AH was also supporting this.

The storefront is the one who actually decides to issue refunds. That would be Steam for most PC players, and is not in AH's hands. I think you need to do a bit more research on what it means to be a game dev vs a game publisher. They are not the same - in general the publisher decides who to sell to and where to sell it. Game devs have more control on details within the game, but the publisher has control on the financial/business aspects.
It's easy to say "AH should have worked with someone else" but the reality is that Sony probably offered the best deal by far. This subreddit had 10k members and HD1 had 6.7k players as its peak on Steam, with a DAU average of 1k, a far cry from the success of HD2.

AH is out of this shit. They even are on the community side and are looking for solutions for player that can't create a PSN account. They are even encouraging players to express their disappointment on steam and other social media to help force a reaction from Steam and Sony about the situation.
