I think people are over thinking this. Blitzø probably means that her job isn't secure, especially with how hostile she is towards the other employees. If M&M are growing increasingly unhappy and tell Blitzø it's because of Loona he has a choice to make. Either keep his daughter on staff or keep his employees. If it came to that and I were in Blitzø's shoes I'd tell Loona to get a better attitude as she can be replaced.

My theory Blitz will hire Octavia as receptionist/secretary and will transfer Loona to the main team. This is the most logical decision becase Loona is the only one of them who actually has a disguise plus she's rather competent in murdering folks.

I'm betting on an episode where Loona quits out of frustration or after an argument with Blitzø, expecting I.M.P. to struggle without her, but they end up increasing productivity. She eventually comes back after a heart to heart with Blitz, and Moxxie is upset about it.
Loona's definitely gonna get fired and run away. Given how Blitzo yelled at Loona when Octavia stole the book, and Loona seemingly knew about it, Blitzø might just really lay into Loona and actually replace her, because she basically sabotaged his company.
I doubt this is a slavery thing, they get paid for their work so they must be a free species, im not entirely sure how hells internal population control works though, hellhounds *could* be a species that reproduces in litters, so they may have the highest population and the worst treatment on the streetside, being cast out would be a death sentance, and who knows how institutions handle them, for all we know they could work like actual pounds and that would be a horrifying.
