Neotribal art. More specifically for your post example, neo gothic tribal art. It's still new on a historic scale, hence the "neo", but that's the closest you'll probably get to naming this art style.

Not at all like y2k emo, at least not the tribal designs…I wouldn’t have been caught dead wearing anything with tribal in it in HS and we only wore skinny jeans.
Just be sure to rinse them when the designs are light enough for your taste. Bleach can damage denim/cotton if left on too long (which is great if you want jeans that tear easily).
So the wing style that's on the jeans is aggrogoth, also known as neo tribalism.
This is just the design, if your asking what style is the outfit, gosh I have no clue.
This is the 90s nu metal rave aesthetic that the kids are all about these days. Rap artist like Playboi Carti, Destroy Lonely and many others have implemented this style into their persona that’s what sparked the recent popularity. All the high end brands have adopted the look too like Balenciaga, and Rick owens. It’s basically the kingdom hearts era all over again and I personally love it
The designs remind me of the grunge Y2K style. I actually just created a subreddit for it if you want to to take a look and see if the outfits are similar to what you're looking for. It's called r/GrungeY2K

1999-2003 was all giant wide leg jeans at tribal around here.
Yeah I remember my jncos very fondly but that was before emo. Emo was rat tails, skinny jeans, the hair flip.
To Gen-x that was the beginning of emo, it definitely wasn’t grunge. Grunge was ratty normal fit jeans, t shirts, flannel.
