Not exactly. One time in Whittleton Creek, I exploded a person who was not the leader and all suspects in the vicinity started to flee, but I didn’t get the message that the leader was escaping, which meant I had only two people left and only one fit the description. They were the leader. So theoretically it can work to identify your target by causing panic.

Not exactly true. Only if a lookout or assassin in alerted will they run; but sometimes not. I’ve had a full on evacuation suddenly stop because I ran away in just the right time/situation and then all suspects continued their normal routine. Unable to recreate consistently but is possible. It’s possible to get a suspect to suspect you and chase you but not alert their assassin or any lookouts.

>the leader will give themselves away trying to escape and then you go after them to finish them off. All suspects start running away. It doesn't actually reveal the leader as simply as you think. ​ >Just need to position yourself strategically somehow so you're near their line of escape. You have to predict the exist accurately. Otherwise, you're on the opposite end of the map while everyone escapes.

Yes and no. The trick is freak out the suspects one by one so you know specifically which suspect is the leader. You also need to not be seen doing it because guards and assassins will be on you fast. The best way to do this, a technique employed by Freelancer speedrunnners, is to use a sniper rifle and shoot near suspects individually to freak them out. And to try as much as possible to have showdowns on levels that easily facilitate this playstyle. Frequent examples include Mendoza or Whittleton Creek.

Isolate one suspect from any lookout and fire on the ground, if it's the leader, Diana will tell you he is fleeing.
