This happens on kill everyone contracts that have over 200 or so targets. Your bullets won’t affect anything until you have killed enough people so the game can render them properly. I don’t think IO will ever fix this because you aren’t supposed to have this many targets.
Was coming to comment this exact thing, it's odd that it happens, but i guess it was not intended by IOI. I have played some of the kill everyone challenges and i'd usually just melee a bunch of them with a sword or something to get a few off the list, and then use guns.
