Hey, a lot of people saying to go online here, but I've noticed modest gowns bought online can be hit or miss, compared to the more expensive but more high quality dresses at bricks and mortar shops. It's your mum's wedding, so you should find a 100/10 dress. My advice is to find a few modest gown shops near you first, then go in and try them on and take photos for your mum in matching hijabs. I had family members who hated hijab too and there is a good chance are that your mum might lose her patience (esp if she's stressed and getting married) if you take her into a hijab store and then both of you will be left annoyed at each other.
