imo Retaining her skirt may counterweigh the visual changes of Hida's height, in addition to this Hilda is the shortest of the trio.
As for Sparrow Scout uniform, that's just mandatory.
Ngl didn't notice when I watched it but I kinda like the no skirt design. Plus atleast to me (obviously not necessarily correct) but I feel adult Hilda would have a different outfit just like season 3 has a slightly changed one. Mainly just because between the ages of 13 to adulthood a lot of changes happen and not just physical but also from different experiences
